The official existence of a
Marine Pilot leads us to the Hammurabi´s law
code, the first written code of laws in human history
of the ancient Babylon forty centuries ago. There,
was set the duties, revenues as well as penalties
for any mistakes committed while conducting the
vessels.

It
is also known that three thousand and four hundred
years ago, the Phenicians had their pilots that
knew very well the Mediterranean Sea coast.
In a Japanese literature, the book Kojiki, from
the year 712 A.D., shows some references about pilotage
services, as well as other historians tell us about
professional Coreans pilots were hired to perform
their duties by vessels sailing the Corean Sea transporting
Japanese people heading for China during the Tung
Dinasty in the mid VIII century.
In Brazil, the first Pilotage service was assigned
by the Regent Prince D. João VI by decree
in June 12th, 1808 in the city of Rio de Janeiro
where the main features are still kept so far. It
was only in 1985 – Decree #6.446, article
6?, that all pilots are subordinate to the Captainship.
Pilotage services are so essential that it has been
created even before the creation of Captaincy.
